By virtue of Republic Act (RA) 9261 issued on March 7, 2004, two state colleges in the province of Southern Leyte, Philippines; Southern Leyte State College of Science and Technology (SLSCST) and Tomas Oppus Normal College (TONC) were integrated to become the Southern Leyte State University (SLSU). As stipulated in the RA 9261, the University operates in five (5) campuses. These are the following: SLSU-Sogod Main Campus, SLSU-Tomas Oppus Campus, SLSU-Bontoc Campus, SLSU-San Juan Campus, SLSU-Hinunangan Campus, and SLSU-Maasin City Campus
SLSU is mandated to primarily provide advanced education, higher technological, professional instruction and training in trade, fishery, agricultural, forestry, sciences, education, commerce, engineering, and other allied courses. It undertakes research and extension services, community engagement and provide progressive leadership in the areas of specialization. Thus, SLSU offers Computer Studies and Information Technology, Engineering and Technology, Criminal Justice, Teacher Education, Agriculture, Food and Environmental Sciences, Aquatic and Applied Life Sciences, Business Administration, and Public Administration.
It has Geographical Information Technology Center, Affiliated Renewable Energy Center, Organic and Natural Food Research Center, Research Center for Bio-Protect Technology, Center for Access to Rural Education, and Center for Small Holder Horticulture and Agroforestry Research and Extension. It is also a Center of Development for Teacher Education. It has two refereed Journals; The Journal of Educational and Human Resource Development (JEHRD) and The Journal of Science, Engineering, and Technology (JSET).
